you should complete the details of the report while the property is being inspected. depending on the type and scale of the property in question, more items (eg meter types, alarms, appliances, or furnishings) may need to be manually added to the report.
on the day that the tenant (or contract holder) leaves the property:

the landlord (or the landlord’s agent) and the tenant/contract holder (or their agent) should find and bring with them their original copies of the inventory they signed on arrival (if they made one).

the landlord (or the landlord’s agent) should inspect the property while the tenant/contract holder (or their agent) is also present at the property. the property inspection report should be filled in with the relevant meter readings and the outcomes of alarm and appliance tests

then:

if an existing inventory is being updated with the condition of the property, the original inventory should be filled in with the condition of each item on the tenant’s/contract holder’s departure from the property. this updated inventory should then be attached to the property inspection report. or,

if an existing inventory is not being updated, the inventory in the property inspection report should be completed with details of items’ and fixtures’ condition
